Action Alert: Madera County MMj ID Card Program
Dear Medical Marijuana Supporter,
The Madera County Department of Public Health has completed its plans to administer the statewide medical marijuana ID card program. Unfortunately, there is still a hold-up in making the voluntary ID cards available to patients. At this point, the county’s program is under review by the County Executive Committee. Since there are many other items under the committee’s consideration this month, it is extremely important that we put pressure on them to prioritize the ID card program.
Please take a few minutes today to contact the Madera County Board Chairman, politely and briefly urging him to support the medical marijuana ID card program in Madera County and to submit it to the Board of Supervisors as soon as possible:

WHY WE SUPPORT THE CALIFORNIA MEDICAL MARIJUANA ID CARD PROGRAM:
* The ID card protects patients and caregivers from lengthy detainment, arrest, seizure of property or unnecessary court proceedings. While patients are not required to participate in the ID card program, many choose to because they cannot afford the personal risk of wrongful prosecution that those without ID cards face.
* The ID card program will greatly assist law-enforcement in distinguishing patients with legitimate medical marijuana recommendations from those who are using false or counterfeit documentation. The county-administered ID program clarifies the current patchwork of patient documentation and frees our law enforcement and judicial system to focus on genuine criminal activity.
* Voters’ support of safe and legal access to medical marijuana has only grown stronger since the passage of the Compassionate Use Act (Prop. 215) in 1996. According to an independent field poll conducted in 2004, 74% of Californians believe that patients should not be arrested for using marijuana as medicine. The statewide Medical Marijuana ID card program simply provides additional protection to qualified patients and further solidifies our state law and the will of the voters.
* The county will not incur any additional costs by implementing the ID card program because the county is allowed to set its own fees to recoup the start-up and operating costs. For example, the Oregon Medical Marijuana Program, implemented in 1999, was able to realize a $986,000 budget surplus after two years of operation. This also allowed the state to significantly reduce the fees imposed on patients.
* The county has a legal responsibility to the State of California to implement the program.
Madera Counties Fee's Eqate to More Extorsion
There is no doubt that "extortion for an income" certainly took place with the boards last members who are now under a grand jury investigation, As an Advocate for the sick, we would strongly recommend to the jury to look in to the exsorbiant fee's Madera Co. has tried to place on the sick and dying, legal under the Commopassionate Use Act inacted in 1996.
The board fails to reconize the legality of the people's initiatives and tries to circumvent " safe accsess" through "threats" that there would be" inconviences if a patient didn't comply with a strickly voluntary program."
They also fail to adhere to the fact that SB 420 is an illeagal action by legislation to also restrict the rights of the people,People Vs Kelly,.It is truly sad; so many in office do not implement the Constitution of America in favor of the people they claim to represent and recieve a salaried benefited package to violate the will of the people and get paid for it,this is a burden to the tax payer. I would hope all would respond to these methods of extorsion, call the county supervisors ,call them out for this form of undermining the will of the pepole. Doctors are only allowed to charge so much for a fee, to try and enforce fees higher than the recommending physican is absolutly a form of extorsion that has to be stopped now, vote them off the board next election and ask questions,of how canadates voted on Prop215, Prop65, any other that has been munipulated by the legislation to undermine the will of the people.
The Ca drivers license and a verified Doctor's recommendation is less burdensome on the sick. The role of government is to insure a government that does not creat a financial burden on it's people.The fees are a burden; an undue burden. A drivers license fee should be suffient for Identification, it's good enough to collect a fee for a moving code violation. $225 vs $25.00 A State ID from DMV is a more appropreiate structured Identification program which can be used to track felons, etc,if need be. The boards method helps to create a loop hole for illegal activity, especially when the board menbers themselves have a record of extortion.Not filing a fisical budget for 20 years cost Madera tax payers exorbitant amounts of Federal Infrastructure monies, grant monies ,etc. All counties/ municipalities operate from block grants based on the need and growth of the community. During this growth the Board extorted monies by failing to implement the quailfications they claimed to be in position of when they took the office.Where is the code to prosecute, except under the code violations of extortion.
A team effort is something that is not yet attainable for the residence of Madera co. from the board members, the record speaks for itself.This board, a 501-C-3, does not not have a legal legislative staff funded to keep it's members current, they still adhere to data 14 years old and fabricated.
This would creat jobs for up and coming law students or political science majoir, yet all seem to fail to see the real use a 501-C-3 can commplish. The Board; at this point, fails the needs and safety of it's most needy. Where is Health & Safety? Rita Smith. Ahwahnee Compassionate Coalition

fee process for the justification of the fees structure.
