has anyone seen today's Daily Republic? Yesterday the BOS voted to put public speaking at the end of every meeting because it was taking up too much time!!! and did you see what they did to Michelle at the VV city council meeting. for shame, for shame on both

Yes its completely true. We have warn down these folks so much that they decided to move public comments to the end of the meeting instead of the beginning. The Board took a vote and it was 4 to 1 in favor of moving public comments to the end.
Jeers to Supervisor Vasquez who raised the issue by stating that "public comment periods force county staff to wait for agenda items when they could be doing other work." Jeers to Supervisor Silva who said "Why do we want to even prepare an agenda if we're going to let the public comment dominate the meeting?"

Cheers to Supervisor Duanne Kromm who is completely against it. Supervisor Kromm said it was unfair to ask people to sit through entire meetings, which can vary substantially in length from week to week.
Here is the craziest thing the paper wrote about this particular vote. Right after they voted to put public comment at the end, the supervisors allowed outgoing Child Start Director Jackie Dollar Harrison to speak on a non-agenda item-introding her replacement. Unreal!!!!
Supervisor Kromm then stated "The message we're setting for the public here is if we know you and we like you, we will let you speak early, otherwise we will stick you at the end."

Bottom line, we are dealing with a bunch of babies who clearly are uncapable of running a county in a truthful and lawful manner.

Public lambasts supervisors move

FAIRFIELD - Interest groups and others are criticizing a decision by Solano County supervisors to shift the public comment period to the end of their meeting.

Supervisors chose Tuesday to hear most comments at the end of the meeting rather than the beginning, which opponents say could make it harder for the public to participate.

The public comment period has typically been used by interest groups, residents and political gadflies to inform supervisors about their concerns. That will not change, but any discussion of non-agenda topics, whether about medical marijuana laws or a neighbor's barking dog, will have to wait until the end of the meeting.

The long public comment periods have caused headaches by forcing county employees to sit in the audience, waiting for multiple speakers when they could be doing other work, supervisors said. They reasoned that by moving comment to the end of the day, staff members could come in early for their agenda item and get back to work.

Linda Jimenez, an official with a medical marijuana advocacy group that frequents the meetings, called the decision "big baby behavior." She said her group has been "dominating" meetings by bringing multiple speakers.

"They can put us at the end, they can put us in the middle, they can put us at the beginning, we're still going to say what we have to say." she said.

Board Chairman John Vasquez was comfortable with the change, which he didn't think would prevent anyone from addressing the board, he said.

"Some people will say, 'The public's got to wait,' but what about all the people we do business with who have to wait," he said. "I think it was (previously) somewhat unfair to the people who got their item on the agenda."

Supervisor Duane Kromm, who opposed the change in policy, said it was frustrating for board members to hear the same comments and criticism every week but didn't believe it was appropriate to move the public comment around.

"Nobody likes getting yelled at . . . but it's part of the job," he said.

Kromm hoped the issue would be revisited on the agenda of the next meeting Sept. 5, he said.

Supervisor Barbara Kondylis also expressed misgivings about the change in policy, noting it is difficult to predict how long a meeting will last.

"It's not fair to make people sit here all day," she said.
